Founder & CEO

Michael spent 35 years in Los Angeles and Orange counties, overseeing daily operations for Carter Insurance Claim Services, Inc. since its inception in 1987. Prior to his work with Carter, Michael served as Chief Claims Officer for Canadian Insurance Company in the US.

Michael’s storied insurance history also includes positions as Vice President and General Manager of all insurance operations in Southern California and Hawaii for Home Insurance Co and claims training and education with Fireman’s Fund in Dallas, TX and Jackson, MS. Michael was educated in Mississippi and through the University of Maryland’s European Division. He was honorably discharged from the United States Air Force after serving in many interesting places around the world.

Kenton Kaplan

Kenton Kaplan

President and Chief Operating Officer

Kenton joined Carter Insurance Claim Services in 2018 and serves as President and Chief Operating Officer. Kenton provides leadership for Carter and its’ clients in all aspects, including strategic operations, innovation and automation, consulting and review; product development, marketing and data analytics.

Kenton brings a wealth of industry knowledge, strategic operational experience and leadership to offer all of Carter’s clients outstanding service with a personal touch. Throughout his career, Kenton has served multiple roles in the P&C industry, providing support to all internal and external partners, including claim and underwriting departments, special investigation units, risk management services, training, consultation and advice. His background in claim coverage litigation and extra‐contractual exposures serves him well as he continues to advise clients on matters in audit and compliance, licensing, record retention and the like.

Kenton graduated with honors while receiving a B.A. from Creighton University in Omaha, NE and his J.D. from Southern Methodist University Dedman School of Law in Dallas, Texas. Kenton is an active member of the Nebraska State Bar Association and holds the following designations: Chartered Property and Casualty Underwriter, Associate in Claims, Associate in Surplus Lines, Associate in Reinsurance, Associate in Insurance Services, Associate in Risk Management, Associate in Management and Associate in Claims – Management.

Kenton has been published in multiple journals and has served as a featured and panel speaker many times throughout his career on topics ranging from claims, risk management and ethics.

Crystal Cunningham

Assistant Vice President

Crystal began her professional career with Carter in 2003. She gained extensive knowledge of the ins and outs of the insurance industry through her early professional experience focused on client relations, customer service and internal operations. Over the course of her career experience, Crystal has held a variety of roles in administration, claims, underwriting and operations, providing for a well-rounded experience in the P&C industry.

Crystal currently serves as Assistant Vice President and manages client relations for both daily field claim assignments and Carter’s TPA and RRG management operations. She also utilizes her extensive property & casualty underwriting experience, managing books of business for professional liability and general liability nationwide.

Crystal’s management expertise with risk retention groups combined with her professionalism, knowledge and superior customer service, makes her a valuable asset to Carter and all of its clients.

Gene Campbell

Gene Campbell

Quality Control Supervisor

Gene has served the industry for nearly 40 years, with nearly 10 in his current position with Carter. Gene serves as Quality Control Supervisor, managing Carter’s team of experienced adjusters and performing daily claim concierge services for high valued clients throughout the western United States.

Prior to Carter, Gene served in numerous claim examiner and management roles, handling quality control, catastrophe file work and direct reporting responsibility for clients throughout California and the United States. Gene is experienced in all Property & Casualty lines and is meticulous in his efforts to provide all of Carter’s clients with excellent service, timely reporting and accurate results. Gene holds multiple insurance designations, including Associate in Claims, Associate Insurance Claims ‐ Management, Real Property Administrator and Certified General Adjuster Designations.
